Abstract
Previous research suggested that policy intentions and goals are seldom fully realised and this study also confirmed such sentiments. The study investigated the impact of the water commercialisation policy on Local Authorities. It focused on water service delivery of Windhoek and Katima Mulilo Local Authorities. The study shows some similarities of the impact of the policy on both Windhoek and Katima Mulilo Local Authorities. These include non-payment of water services by residents because of, among other reasons, the high price of water after commercialisation, the information gaps (i. e. information about price) between Nam Water, Local Authorities and the residents, and the poor quality of water after commercialisation
The study further identified issues such as, the general inefficiency of Local Authorities (incorrect billing procedures), old infrastructure (water pipes leakages), unemployment and to a lesser extent, political interference as having worsened the financial and water problems in Local Authorities. The study finally made some recommendation that will help in smoothening the realisation of the envisaged goals of the water commercialisation policy
